In a large bowl, combine the flour, salt, and black pepper. In another bowl, beat the eggs. Place the panko breadcrumbs in a third bowl.
Dip each piece of chicken into the flour mixture, shaking off any excess, then into the beaten eggs, and finally coat with panko breadcrumbs. Set aside on a plate.
In a small saucepan, combine honey, soy sauce, rice vinegar, garlic powder, and ginger powder. Heat over medium heat until the mixture is warm and well combined. Remove from heat and set aside.
In a large skillet or deep fryer, heat about 1 inch of vegetable oil over medium-high heat until hot (about 350°F).
Carefully add the breaded chicken pieces to the hot oil in batches, making sure not to overcrowd the pan. Fry until golden brown and cooked through, about 4-5 minutes per batch. Remove and drain on paper towels.
In a large bowl, toss the fried chicken with the honey sauce until well coated.
Serve immediately, garnished with chopped green onions if desired.
