Step-by-Step Instructions
  1. Heat a tablespoon of oil in a medium saucepan over medium heat. Add the finely chopped garlic and sauté for about 2 minutes until golden brown and fragrant. Remove and set aside.
  2. In the same saucepan, increase the heat slightly and add the ground beef. Cook for 5-7 minutes until browned. Mix in the soy sauce for about 10 seconds.
  3. Incorporate the bell peppers and fried garlic into the pan. Cover and cook for about 10 minutes until peppers soften.
  4. While the sauce simmers, cook the angel hair pasta in boiling salted water until 80% done (about 3-4 minutes). Drain, reserving a cup of pasta water. Stir in rice wine, then mix in the pasta and reserved water as needed.
