- Heat a tablespoon of oil in a medium saucepan over medium heat. Add the finely chopped garlic and sauté for about 2 minutes until golden brown and fragrant. Remove and set aside.

- Incorporate the bell peppers and fried garlic into the pan. Cover and cook for about 10 minutes until peppers soften.
- While the sauce simmers, cook the angel hair pasta in boiling salted water until 80% done (about 3-4 minutes). Drain, reserving a cup of pasta water. Stir in rice wine, then mix in the pasta and reserved water as needed.
