Preheat your oven to 425°F. Spread the frozen tater tots in a single layer on a baking sheet and bake for 25-30 minutes, or until golden and crispy, flipping halfway through.
While the tater tots are baking, heat a skillet over medium heat. Add the diced onion and bell pepper, cooking until softened, about 5 minutes.
In a bowl, whisk together the eggs, milk, salt, and pepper. Pour the egg mixture into the skillet with the vegetables and cook, stirring gently, until the eggs are scrambled and fully cooked, about 3-4 minutes.
Once the tater tots are done, remove them from the oven and layer them in serving bowls. Top with the scrambled eggs, crumbled sausage, and shredded cheddar cheese.
Return the bowls to the oven for an additional 5 minutes to melt the cheese.
Remove from the oven, garnish with chopped green onions, and serve immediately.
